The legend for filling out the electronic TIS is quite simple and can be found on nearly every title-link.
Penalties and Part 1 Document Reviews can only be edited with the appropriate access rights
Comments can be deleted but remain in the list. The last entry by a volunteer is logged.
When the technical inspection sheet (TIS) for volunteers is shown as list, there is a toggle between all results and not yet passed results (incl. unfilled)
To pass any part, the last entry x99 has to be set to passed.
It is independent of any failed entries in this part before, therefore you have to check for failed before setting it to passed.
